I would add in that POPLA is directly funded by the British Parking Association limited, and as such fails to meet any true definition of independence as defined under the Alternative Dispute Resolution for Consumer Disputes (Competent Authorities and Information) Regulations 2015From the Plain Language Commission:

Also remind the landowner that he/she is responsible for the action of contractors working on his/her land, or engaged by him/her, and that he is jointly and severally liable for a breach of the EA 2010 committed by his/her agents. He/she will be required to explain his/her actions should this go to court.
Add the information about UKPC doctoring time stamps on their 'photo' "evidence" and ask is that the type of company with whom he/she want to be associated.
Also point out that the scammers failed to mitigate their loss by cancelling the ticket at the moment you showed their employee your BB. Had he/she done so, UKPC would have suffered no loss at all.I married my cousin. I had to...I don't have a sister.

Hi, just to let you know after some more back and fourth with the landowner - they have revoked the ticket.
Debt recovery are now chasing me for payment but I've sent them the chain of emails confirming it's been cancelled.
Thanks for everyone's help -it's much appreciated0 -

Do you have this in writing from UKPC? That I what you really need. Parking scammers have been known to go to court even though the landowner has told them to cancel.
You can safely ignore debt collectors.
You really should complain to your MP, Mrs May, and Andrew Jones MP (who thinks the unregulated private parking industry has a fair appeals system in place when you can show the exact opposite.I married my cousin. I had to...I don't have a sister.

Do you guys think I shouldn't pay and take it to court?
Yes, sue them (and PoPLA) too.
They have discriminated against you on the grounds of your disability. You are a disabled person under the Equality Act with protected characteristics and they have failed to make reasonable adjustments to allow for your disability.
Do not be too ambitious, ask for a reasonable sum, say £50 from each to cover your time and a modicum for "emotional distress". They will have to send a human rights lawyer to defend themselves, probably two as PoPLA might not wish to join the PPC, and, even if you lose, it will cost them a lot more than it will cost you.

Under normal circumstances it is a waste of time getting in touch with so called debt recovery companies, however a short shot across the bows in your instance would be useful to protect yourself and to set up things should you wish to pursue the parking company in the future.
Do you have a letter/written or any other hard evidence that the landowner has agreed to cancel?
To Debt recovery plus re parking charge/debt reference number_________
The principle, namely the landowner has informed me that this parking charge has been cancelled and a copy of this cancellation is enclosed for your convenience. You must now remove my details from your systems in accordance with section 10 of the data protection act and stop pursuing this matter with immediate effect. Other than a full apology from you and confirmation that this matter is now closed, you must not contact me again.
Failure to comply may result in a claim for harassment, a report being submitted to the ICO as well as a claim funder the data protection act, which could result in a charge of between £250-£750 and a charge of £19 per hour or part thereof for my wasted time.
Failure to pay could result in a claim being made at the county court and a CCJ being registered against your company/company officers.
And you should also send something similar to the parking companyFrom the Plain Language Commission:
