P4 Parking response to appeal

Have recived initial correspondence back for P4 paring after appealing at day 26 online as advise by the sticky on the is thread.
I don intend to appeal to POPLA and will use templates provided on the site.

I am however somewhat confused as to this response to non admittance of being driver see as I used the template.
" In your statement received on 07/02/2017 as the keeper of this vehicle, this parking charge notice was issued on 14/01/2017. The appeal was received within 28 day's therefore the motorist must have been the driver , as if you was not, you would not have known about the ticket, furthermore, we can confirm that P4Parking has never received any correspondence on this issue form any other motorists. According to schedule 4 of POFA 2012 we are able to pursue the keeper of the vehicle for the unpaid parking charge notice if he/she refuses to give details about the driver "

They are telling porky pies. This however may come as a shock to you.

You should complain to the BPA about this and also mention it in your PoPLA appeal.

From the 2015 PoPLA annual report written by the highly respected former Lead Adjudicator Henry Greenslade.

However keeper information is obtained, there is no ‘reasonable presumption’ in law that the registered keeper of a vehicle is the driver. Operators should never suggest anything of the sort.

Thanks for replies, I thought i'd somehow made a mistake. I'll stop worrying draft my appeal and post it here for a once over.
