    Even with the mains off?

I was assuming this [the video] was taken with the mains off.....OP suggests so too.

Sounds like a failing pump to me - and yes it can be really loud/annoying and it can rumble-on intermittently for some time before the pump finally dies.

Its also not cheap to fix. :(

In addition, the boiler is a conventional boiler. It does not have an integral pump. Just a fan. The fact the power is off means nothing should be running. This suggests something could have got in.

Here is the service manual of the boiler. The guide to removing the outer cover is on page 33. You may want to then remover the burner cover to have a peek.

As it is a non-condensing conventional boiler, it is a pretty simple inside.

I would consider getting gas safe engineer in and give it a good service. It is a good 17 years old at least. Do you have documentation as to when it was last serviced?

Even if the sound has stopped, I would not use it until it has been checked. If anything has blocked the flue, it is dangerous.
