No gas for over a week

If National Grid need to check it has been capped off to her property, then she must once have had gas.
It seems to me that if she doesn't have gas, National Grid could cap the spur to her property from outside the property. Why do they need to gain access? seems odd to leave a situation that could continue for weeks. Would have thought they can check that she doesn't have a meter, in which case surely it's capped off? Ultimately they have power to apply for a warrant to gain entry, but I can see why they'd be reluctant to kick in the door!0

Speak to the carers and get their offic phone number and company name - they are probably from a private company (which may or may not be paid by the council).
Give the office details to NG and urge them to arrange an appointment via the carer company..0 -
A lot of people who have caters have a little key safe on the wall by the front door, the carers don't generally hold keys. Is there on one your neighbour's wall? It just looks like a little black box.
If she has one of these you could ask for the code so that the gas engineers can get in, but also so that you could open he door in an emergency and maybe save the police having to break in?0
