New Build - Certificate but work not complete

Hi All,
Just wanted some advice on an issue i currently am in.
I purchased a new build and moved in over a year ago now (Nov 2015) and received all the paperwork/certificates that everything was complete. Anything i had issues with within the 1st year would've been resolved under it's defect period. This time has now passed and I have noticed a few issues that I wouldve expected to done to standard.
For example, the kitchen was supposed to 'dishwasher ready' (as in the electrics, pipework and space available if i ever wanted to install one). Now, since purchasing a dishwasher and removing the cupboard to install the dishwasher, i noticed the wiring to the mains socket wasnt connected with a faceplate. Just literally a wire hanging out a junction box in the wall. Didn't seem like a major issue until i got an electrician to test the wiring. We found it did not connect to the switch labeled 'dishwasher' (the panel did not even have an output for the switch). long story, the wiring nor the pipes (for waste) had been complete.
From what I have learnt, a property (or new build) should be tested and certified complete. I think it is the NHBC Certificate (correct me if im wrong), that should contain this info.
I have also found other odd issues (eg. no removal access panel to the bathroom sink) which are not necessarily 'defects' but more work that shouldve been accounted for.
Im hoping i dont have to shell out to get these reseolved, but does anyone have any advice on this?

It's snagging, nothing to do with certificates.
You should have a two year defect period agreed with the developer, check your paperwork.Everything that is supposed to be in heaven is already here on earth.
