Civil Enforcement LTD, over stay in free car park

My son has received a PCN from Civil Enforcement in Liverpool with a £100 fine for overstaying in a free car park by 15 minutes.
I remember seeing something about how a penalty charge has to be for the actual loss and not just a random amount. Is this still the case?
Has anyone had dealings with this company?

No not at all, do not use that (changed in 2015 with the ParkingEye v Beavis case). But CEL are easy to beat at POPLA as long as you follow the templates in the NEWBIES thread and don't say who was driving.
Make sure you don't miss the appeal deadlines because CEL try (badly) to sue people, so things are much easier to win at POPLA and kill it stone dead. CEL are among the easiest to win against so read the NEWBIES thread and use the advice to appeal as registered keeper.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Ahhh my son decided to pay the fine before I could do anything about it.
This was a hairdressers car park, he went to the hairdressers and had to wait, so was longer than the allowed 40 minutes.
Is there still a chance of appealing after payment has been made?0 -
