My son had a similar problem with water meters, on a newbuild estate. He found that the wrong numbers had been attributed to each house and that his bill was in fact that of the people across the road.
The company reimbursed the people who overpaid, but didn't charge the underpayers anything. (Odd, as if the knew how much the overcharge was, they surely knew the other , too).0
