APCOA - Slough - Debt recovery no appeal letter

Hi
For one of my alleged PCNs from APCOA of being parked over two bays. I sent the blue template letter back on 2nd January to my surprise I received a letter from Debt Recovery Ltd with the usual demand.
Do I write back to APCOA demanding my POPLA code, and Ignore Debt Recovery? or the other way around?

    I too have received a letter from DRP, asking for £150, although I appealed to Apcoa, (no acknowledgement), on 24th January. I have complained to the BPA about code breaches, but doubt if anything will come of it.

    However it gives the pot a stir, and costs them money.
    You never know how far you can go until you go too far.

    Do as highlighted. APCOA will probably produce a rejection letter & POPLA code they reckon was sent in January...in which case you then ignore the idiots.

    POPLA and appeal process for Railway Land
    There is a meeting on 27th January 2017 to discuss this issues. John Gallagher decided to
    make a decision on the outstanding cases as they could not stay adjourned, he concluded
    that he would allow them all. He has invited the Operators to withdraw them and will allow
    the rest. He is meeting with with the DVLA, DCLG and the Railway Operators on the 27
    January 2017 to agree the process including the appeals.
    If you park in a railway car park it will be a criminal case and they will allow clamping, which
    does not seem good practice.
    One possibility is the DVLA to say that operators can continue to use POPLA but this means all
    appeals will be dismissed. Currently they are bound by the decision where the appellant is
    not. The alternative will be to take POPLA out of the equation and then it is pursued through
    the criminal system

    Of course, if a rejection letter was dated January! You can't appeal to POPLA after 30-odd days has passed, like here:

    Like ECP, APCOA do not sue. IGNORE unless they give you a February/March POPLA code.
