Rent deposit issue.

Hello,

I've recently moved out from my flat to new house. That's the email from my old letting agency regarding to deposit which I've put on this flat:

After completing your inspection we propose the following deductions from your deposit:
We will be deducting:
£60.00 - check out fee
£40.00 – towards decorating (picture hooks in hall and bedroom that need filling and repainting)
£15.00 – for lightbulb replacement (4 bulbs out in the bedroom and 1 out in the lounge)

and the second email:

(...)
There are hooks in the hallway and marks in the second bedroom where hooks have been.
(...)

I've known about £60 of check out fee, but I don't understand last two points. Especially £40 for hooks and here is my problem. I have never put any hooks in any of the walls in this flat. I've seen these hooks 2 or 3 in the flat, but that was after previous tenants. I've spotted them in same day when I've moved in to the flat. Tell the true I think it was even after landlord. Because lady from agency mention about marks after photos frames. I've been living there around 1,5 years. I think mark needs much more time to come up on the wall. How ever I've god DPS confirmation. My question is what I suppose to do now? I've been thinking to open dispute in DPS and contact to landlord. Maybe he has some photos frames on the walls which she can remember that these were of the walls.

    What does the original inventory say from when you moved in?
    Are there photos attached to the inventory?
    What do they show?

    Have you written to the LL/agent explaining the picture hooks pre-date your tenancy?
    When you left, were there 5 defective bulbs or not? If not, have you written to say so?

    No, there are no photos on inventory and no photos on the walls. There are only hooks. Yes, I've left 5 defective bulbs, but e.g. in one of the room there is chandelier with 6 bulbs (10m^2 bedoom). I've never used there more than just one bulb. But I don't mind to pay for bulbs. But I'm definitely not gona to pay for hooks. Which have already been on the walls. I've explained all situation to my old letting agency, but they don't seem to worry about it.

    Then if you canot reach agreement over the hooks, raise a dispute wt the deposit scheme.

    Attache whatever evidence you have that the hooks were there when you moved in.

    I don't have any evidence that hooks where there. I've took some photos from flat, but not from the walls where were hooks.
