Parking ticket not displayed - fell down off window

I would appreciate some advice please. I did buy a parking ticket last week when I was going to the cinema with my children at half-term. I knew we would be a while so paid £4 for a ticket at 10.10am covering up to 23.59 that evening. Children excited, my daughter 11 years old volunteers to put the ticket on the screen (attached with a sticky label provided with the ticket). I looked at the ticket on the screen to check the time we were due back and was surprised to see it was to 23.59 because I thought the £4 only covered 4 hours. Anyway, we went to the cinema, called in at the library and when we got back to the car I was horrified to see a PCN in a yellow plastic bag under the windscreen wiper and no sign of the parking ticket on the windscreen. I looked inside the car and couldn't see it - I was then imagining someone had taken it using the same car key! But then my daughter found it had fallen off and gone right under the driver's seat. My daughter was upset, because I'd given her that little bit of responsibility and it had gone wrong. I think she just hadn't made sure enough of the sticky label was protruding to keep it securely attached to the screen. Anyway I wrote straight away to the Penalty Processing Partnership, together with a photocopy of the parking ticket and an explanation of what had happened and an apology. I fully expected this would be accepted under the circumstances but no. I have received a letter today stating the PCN was correctly issued and it is the driver's responsibility to ensure the pay and display ticket is securely displayed in a prominent position. I am so upset. We always pay for our parking and I feel this is so unfair. Do you think I am likely to succeed if I appeal? I understand it was technically my fault but surely they could be more sympathetic.

Penalty Processing Partnership
We tend to major on private parking tickets here, PePiPoo will be your best bet for council tickets. Register there (but please note that a hotmail address won't work) and post a new thread; here's your link:

Have a read through some of the other threads there before you post your own to get the hang of what information they need from you in your opening post - but as a minimum you will need to post redacted photos/scans of all correspondence you've received from the council (both sides, if appropriate) as they need to see all the small print.
PePiPoo has an excellent success record in dealing with council tickets.
One last thing, when you start your thread over on PePiPoo, please place some paragraphs in your post, otherwise it's too difficult to read, and busy advisers will often skip over such postings and move on to help others.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

If this is the Wales Penalty Partnership you would be better posting this on pepipoo they are the experts in real penalty tickets, this forum tends to deal with private parking charges.0

Yes, Pepipoo for you. Great advice for council tickets on that one.
I used a great letter template posted by 'Bogsy' and it succeeded in getting a Bury Council Penalty Charge cancelled for P&D ticket that fell off the windscreen.0 -
