DVLA will not authorise removal of car until tax has expired for 2 months

2 weeks ago I reported a car with expired tax (2 weeks overdue) and no MOT (actually expired the day before I checked.
I reported this to the local council (car was parked on corner of junction) and have just had the following response:
Is this actually the case? I assume that this time period is to allow the owner to be contacted?

The search results shows that although it is untaxed we are unable to remove it for this reason at this time as tax has to be 2 months and 1 day expired before DVLA will authorise it.
No further action taken
Is this actually the case? I assume that this time period is to allow the owner to be contacted?

Corner of a junction? Police are often interested on safety grounds.I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0

This is the problem with the tax and MOT status of all vehicles being available to everyone online. It encourages this type of behaviour.0
