    All very interesting, but more relevant to the Motoring board. This board is about Parking not Speeding. :)

    Yes, 'served' as in received by the keeper. Day 1 is the day following the alleged offence, and it's 14 actual days, not 14 working days.

    What it also doesn't say is that even if received outside the 14 days, the keeper is still obliged to provide the driver's details, otherwise he commits a s172 offence. But the form should be returned with a covering letter, saying 'Tough luck Old Bill, you can't prosecute because you were too slow sending the NIP', or words to that effect.
