The only main difference between Shared Owner and Private Owner is Shared Owner owns a certain % of the house (leasehold) and Private Owner owns 100% of the house (freehold).

Regarding the maintenance of the house or any work needs doing, both S/O and P/O pay out of their own pocket where as council tenants or HA tenants (rent only) won't have to pay for any maintenance unless they do by themselves.

I think horrible neighbours can be anyone it depends on their personality/behaviour rather than if they are P/O or S/O or just a tenant.

Having said that I do believe that council tenant are more likely to be horrible neighbours. (Not saying that all are as there are nice council tenants). As they don't own the property they are not likely protect it as they don't have to fork out the bills.
