Claim rejected - advice needed

My father in law raised a PPI complaint against Lloyds bank on behalf of his late wife. Lloyds rejected the claim. He did not pass this to the Ombudsman and now the 6 moth time period has passed.
When I reviewed his rejection letter there was no mention of the fact that they didn't know they has taken out PPI proven by the fact that when his wife was ill of work sick for a long period of time she did not claim on the PPI although she continued to pay the monthly repayments and after she passed away the debt was settle by her estate.
I sent a new complaint to Lloyds with this information on his behalf but they have just sent a letter with a copy of the old rejection ( no reference to the new information) and that they would not give permission to the Ombudsman to review.
Does he have a case to go to the Ombudsman? Any advice much appreciated.

When making a complaint as an executor of the estate, you cannot make allegations of things that are not provable. i.e. didnt know she had it.Does he have a case to go to the Ombudsman?

The additional "evidence" later presented by you was not from a valid source as Dunston says above. Any complaint from an executor on behalf of a deceased person must be factual and verifiable.
That's the reason the Bank simply sent a copy of the original rejection.0
