Parking Eye Charge Notice

Hi All, brand new to the site ..

Received a Parking Charge Notice today in the mail stating I was 23 minutes over the allowable stay limit at a local retail car park, its not a pay and display its a set "3 hours" ... had a Costa Coffee and then went to the cinema (both of which are on the retail park and directly linked to the car park in question) ... clearly if you can't cram a relaxing coffee and a movie into 3 hours then you deserve a £100 fine !!??

I understand ignoring these is now not the way to go .... so any help from people in the know would be hugely appreciated.

Many thanks

If you can't find the NEWBIES thread - see my signature below for where to click. It's 2 clicks away and was up there at the top of the forum in capital letters begging newbies to 'PLEASE READ THESE FAQS FIRST' when you decided not to read the advice threads but to hit 'new thread'.

All cases are the same except you need to check if your PE PCN is one as shown in post #3 of the NEWBIES thread (a late posted one after 14 days, with a blank space at the bottom - you can compare for yourself to the link given). A blank space one with no mention of keeper liability is best.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
