UKPC parking charge and notice to keeper

                    Hi all, received a windscreen parking ticket at the Metrocentre, Gateshead on the 21/1/17 for parking in a disabled bay with an invalid Blue Badge(it had expired 9 days earlier and we hadn't realised, Doh! It was renewed quickly after receiving this ticket.) The vehicle is registered to my daughter but she is unable to drive so I am her driver. The ticket had incorrect registration detail i.e. one digit out so I kept it but ignored it. We have now received a letter addressed to my daughter which states  -'This parking charge notice supercedes**** which has been reissued.'  'Re. Parking Charge - Notice to Keeper' There is also a section entitled -'Parking Charge Details-Parking Charge Date 23/02/2017', it has a different/new reference number and the correct vehicle details. Not sure what to do next but any help appreciated.

            Your daughter, as keeper, sends the usual template appeal online now to UKPC. Do not fold when they 'offer to settle' for £15. You owe nothing. Blue Badges relate to on-street Council roads and are none of the business of private firms. As you will know, a disability does not disappear just because there is a gap in renewing a BB. A council would cancel a PCN in these circs - but UKPC won't.
However, as long as the driver is not named, this is winnable at POPLA on the basis that the NTK does not repeat the info in the PCN (in fact there was no PCN issued to this car so the error should be fatal if argued well to POPLA). ''No keeper liability'' and the keeper cannot drive so can't be assumed to be the driver at all.
The appeal is in the NEWBIES thread already written and a copy of the keeper's Blue Badge could be uploaded as well on UKPC's website, but do NOT do this yourself as driver! It goes in her name as keeper.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
