Having trouble with hotmail-any changes I need to make in settings?

Hi,
I have two Hotmail email accounts and last few days I am having trouble getting mail on outlook 2013. I also have Emclient and Thunderbird on my computer and at times they won't collect either.
Internet is working fine, I have tried deleting and then creating the accounts again on outlook 13 but mostly my default email works but secondary doesn't.
Having a client such as EMclient or Thunderbaird is handy rather than having to sign in on a browser, so any advice appreciated as to change settings or other easy way to collect mail.
I sort of remember that I got an email from Microsoft some time ago stating that changes were taking place in outlook, so as to continue to receive email, so wonder if that has anything to do with it?

I have seen this from time to time and it has turned out to be a server error.
Are your email clients configured as IMAP or Pop3, in simple terms, Imap is a window to what is on the server, Pop3 is a download of a full copy of what is on the server, you can still configure Pop3 to leave messages on server.
Have you tried using a Google account to collect the email to determine whether Hotmail is refusing connections from your IP. Again, you can configure Gmail to collect a copy with Pop3, I do this as a spam filter.
You do not say what error you are having, e.g. is it failing to get authenticated to download or is it getting past that but not seeing any new email?Please be nice to all MoneySavers.
