SCB (Siam Commercial Bank) would also allow cash advances, but only with fee (180 thb). No others would, but when I found Bangkok Bank I stopped looking.0

If you want to change cash at Suvarnabhumi Airport on arrival, then all the kiosks on the Arrivals floor give a rubbish rate.
Super Rich gives a far better rate. It's on the Air Rail Link floor [Basement level], on the concourse to the right of the ARL ticket office.
Did this 4 weeks ago, so the info is current.
Also, we cleared Immigration quite quickly, but from hitting the tarmac to getting our bags took 75 minutes.0 -

For those heading in to Bangkok, there are a few ATMs with no fee. Two in the centre and two on the outskirts.
