I recently went to my old address to pick up mail and found a fine from Gemini - I know there's a lot on the forum about this kind of thing in the newbies area and i'm gradually working my way through that.
However here's what i'm not sure about:
I sent off my V5 and got it registered at my new address - the new V5 is dated late Nov 2016, though i obviously sent it off a fair bit before that date.
The charge from Gemini (automatic camera charge for overstay in a carpark - free for 2 hours, stayed 40 mins longer than that) arrived at my old address so i missed the appeal deadline. The incident happened early nov 2016 and the letter was dated late november, both before my V5 date. (i'm being non-specific in case Gemini look at this stuff).
So i've missed my appeal deadline and now have a letter from DRP (to my current address - they found me by "utilising a tracing service" (ha!) - which i guess i'll ignore. The parking was for Gambado - a kids play place - which let you stay much longer for free if you just ask - but i had no idea, can't remember seeing any signs. I will go to Gambados and give them some hell about this and see if they'll cancel it.
Whats the best thing to do? Does the fact that the fine went to the wrong address get me in the !!!! or give me an excuse - they must have contacted the DVLA at exactly the time when they were processing my address change.

It's only daft Gemini, but you need them to have the right address just in case they try a small claim. Do not give away the driver in any comms and do NOT phone.
What you could do is email DRP and give them the real address for the registered keeper (NOT saying who was driving) and demand they update their records or you will report them to the ICO. They will have to make the change:
 info@drpl.co.uk
In the subject line, include DRplus' own reference, NOT just the PCN number, which is not their ref.
You will get back a template reply telling you that you are too late to appeal, with headings like 'MY FINDINGS' and a pile of wordy drivel.
Please don't tell us about that reply, we've seen it more times than we ever want to again. Google 'Debt Recovery plus My Findings' and you will be as bored as we are by it. Come back if you get a court claim - they are not the sharpest legal brains though, look at the figures:

HTHPRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
