Advice needed from gas fitters please

Long story short, we have had two quotes from reputable companies for back boiler removal and the installation of a new combi boiler in loftspace.
One firm says they can isolate the living flame gas fire which fronts the back boiler so that we can still use it.
The other firm say regs prevent this and we will need a new fire.
Is this a grey area or is one firm right and the other wrong?

It can stay but the back boiler bit needs to stay and be decommissioned0

If the existing fire is going to be used the back boiler has to stay but be decommissioned0

The existing fire uses the back boiler as part of its flue so it has to stay if you want to keep that fire. If you want a new fire then the boiler has to be removed.0
