Tried to buy a parking ticket, automated response couldn't understand me

My partner attempted to pay for a parking ticket by ringing the number on the ticket machine, however the number he rang wasn't recognising the number plate he was saying.
He then returned to the car and I went over to the machine to attempt to buy a parking ticket. I rang the same number and attempted to say the number plate twice, however, when the automated service repeated the number plate back to me it was hilariously incorrect both times.
I have a soft regional accent and have done voice-over work, so I know how to make myself understood. It was also a very quiet car park with almost no background noise to interfere.
I was then automatically transferred to customer services, which played a message informing it was closed at that time. I was then automatically cut off.
We have now received a PCN and NTK. I am willing to pay for the parking that night which, if my memory is correct, would have been £4. However I do not see why I should have to pay £70 when I can prove that I tried to pay for my parking.
I can prove the time and duration of the call.
On the letter we received, it tells us all appeals must be made through myparkingcharge.co.uk where they only provide you with a dropdown list of excuses they clearly already have a response to. My reason isn't included in this list and it's impossible to proceed without filling this space in.
Any advice on how to proceed with this would be greatly appreciated.

What is the name of the parking company please? I expect it will be VCS/Excel and the PCN/NTK number will begin with VCS.

The parking company is Excel Parking.
The PCN number begins with EPS.
I haven't read the NEWBIES section yet, I'll have a read through.
