Parking Notice Advise Needed Please

                    I received a ticket on my car last week. We ate at an on site restaurant and then nipped to the shops for 15 minutes and arrived back at the car to find a ticket. When I challenged the parking attendant saying it clearly stated in large letters 3 hours free parking and we'd been there for less than 2, he alerted me to a very small piece of lettering below that you must not leave the site otherwise you have breeched parking conditions.
They had watched us on camera go back to the car to get the babies pram after leaving the restaurant & leave the car park, given us ten minutes grace and slapped a ticket on the car, we were back within five minutes of the ticket being placed and the car park was half empty.
I need some help, I've read through the articles on this site but still not sure how to appeal.
I have read the newbies thread suggesting I wait for 25/26 days to appeal however, the notice states that I need to appeal within 14 days otherwise the parking charge goes from £60 to £100.
The ticket was issued by UKPC which is part of the BPA.
Some of the letter templates are very helpful and I would like to use one and will defiantly not disclose who was driving as is advised but just don't know when to write to them.
Any advise would be appreciated

 The PCN doesn't say you have to appeal within 14 days. You have 28 days.
 Oh yes - it tries to push you to get flustered and pay or appeal early to take advantage (LOL!!) of their ''offer'' of a bribe of a discounted sum to rush you. Do not be rushed, what we do is win POPLA appeals and you won't be paying a penny. The timing is KEY to try to make UKPC forget to issue a NTK.
 Follow the advice about appealing on day 26 online for the reason explained in the NEWBIES thread.
 For now, first thing, complain to the shop where you shopped, ask for the Store Manager and if he has no phone number to ring to cancel one for a genuine patron, ask who does (site Managing agents email or phone number or name). Always good if you can get the landowner to cancel before it goes anywhere.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

            I have contacted the store manager and he said the parking company were brutal they have even given him a ticket for leaving site and many of his staff have them too, he is having trouble sorting their tickets out and said he couldn't really do anything about mine.
 So I will complete the online appeals form next week using the blue BPA template from the newbies thread. Is that correct? Also is it worth putting somewhere that the driver had only left the site for 15 minutes to buy baby milk for their young baby? I have the receipt or is this best saved for the next appeal or best just left out altogether?

 just do as advised and send the blue text appeal around day 26
 as for the comments earlier about the ticket, that is for the driver, but the driver wont be appealing (the keeper will, on day 26)
 in theory , the keeper knows nothing about the events of that day
