Hey whats the best procedure when you want to buy an item such as a mobile phone from from an ebay member with 0 feedback and who is a new ebay member (less than 30 days?)

Only spend on eBay what you are OK to lose.

Don't do it! Find an ebayer with a track record, I know everybody has to start somewhere but most people buy a few things then get into selling. Someone opening an ebay account and selling a phone within a few days is often dodgy. If you find someone local who will allows collection that would be OK.0

A 0 feedback seller will qualify for the lowest level of buyer protection. This means a valuable phone will not be covered in the event of it all going pear-shaped.
What's so great about this 0 feedback seller? Isn't anyone else selling this phone?
Is the deal too good to be true? You know what that means on ebay...My TV is broken!
Edit: refunded £515 for TV 1.5 years out of warranty - thank you Sale of Goods Act! :j0 -

The mobile phone was going steady at £80 then Ive noticed this happens often....it has shot up to a fraud price of a ridiculous amount to the tune of £500...why does this always seem to happen with dodgy sellers?0

Auction wreckers... Nigerian scammers... either way, if they're a scam seller, I don't feel sorry for them!My TV is broken!
