Shared ownership and Mutual exchange

Hi!:)
I have found a mutual exchange and we have both agreed to a swap.
The issue is that the other lady has said she owns 5% of the council property and she says the council will initially say no to a mutual exchange but she is going to prove she needs a smaller property due to health issues.
Anyone heard of this before and know if it can happen or will the council refuse?
Google hasn't helped me out so hope you can

Surely if she owns even 5% of the property she is no longer a council tenant? If she is not a council tenant she cannot do a ME.
Also, how does she even own such a small share? The minimum 25%. I think she's getting confused - but I wouldn't be holding out any hope for this one at the moment. She needs to speak to the Council.0
