You're being generous. Not least because neither of these seem to have anything to do with the agent's claim.The EA referenced in the OP is claiming that under the Estate Agents Act of 1979...
They are stating 'Estate Agency Act 1991' not 'Estate Agents Act of 1979'. That's both the name and date wrong, so I would not assume that the meant any actual Act especially since the Estate Agents Act of 1979 is the one Act that every agent should know well.
Either they are trying it on or they are just incompetent.0 -

There are forms of photo ID that are neither driving license nor passport, but frankly, if you're going through all that rigmarole to apply for some you might as well get ID that comes with 'perks' like driving or travelling.Mortgage

Like I said, it's probably easiest if you get some, rather than have possibly fruitless battles with everyone for the next 10 years. Driving licences are easier and cheaper than passports. Although I'm sure many people don't have photo ID, in my experience it's pretty rare for house buyers to be struggling to find any.
I'm pretty sure it has to be a full driving licence not a provisional. Fine if you currently have a paper one but a bit expensive to learn to drive to get a photo one.You can pick your friends and you can pick your nose but you can't pick your friend's nose.0 -

Depends who you're dealing with - my workplace doesn't distinguish between them. You don't go through any further identity checks when you pass your test so there's no real logic in rejecting provisional licences.
