Do I have a case?

Hi all,
I have a parking charge notice for F1rst Parking on Bath University grounds. On Friday the charge doubles to £60. Do you think I should appeal to POPLA, and lose the right to pay the charge at £30?
Here are the details of my case:
1. I have appealed to F1rst Parking, and received the expected rejection. In my appeal I identified myself as the driver (is this going to be problematic)
2. I was parked in a disabled bay without a parking ticket
3. There was no where else to park after half an hour of driving around. I have a permit to park at the University that I could not make use of.
Could someone advice me of what to do at the POPLA stage? Do I have any grounds at all for an appeal or should I just pay the £30?
