This explains the procedure:

You may want to google your own council to see if they have any information about their process.
Having said that letters do go astray but as you have been told there is quite a long process before a debt collection agency is involved.
So, perhaps your partner has overlooked this? Or perhaps letters have been sent to the wrong address? Or ............?
The council should have all the information about letters sent etc and obviously showing the address sent to. This is the information you need.0 -
Have now spoken to the council and has been withdrawn from R&R, working with the council from this point forward to get the issues resolved.
Thanks all!0 -

Council Tax ?
CraigI no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.0 -
Nah, it's rent related from where everything got messed up when we moved in late 2015, paying the wrong persons rent due to broken rent account, them losing paperwork we sent in etc. So we do owe the amount, it's just taken an awful long time for them to catch up with everything

Mostly just glad it's no longer with R&R any more while we work it all out with the council.
The council tax does annoy me though, takes them over 2 months to set up a direct debit for it..0 -

At least it's sorted now but it was very generous to pay for someone else.
A delay in the Council Tax DD can be down to the statutory 14 day notice that has to be given - that can lead to a 6-7 week delay before a payment can be legally taken (this is before any delay in the council actually processing the DD).
