Do i have good grounds to appeal?

I received a PCN in December for stopping in a yellow box.
However when I entered the box the lane was clear on the other side. My flow was stopped because a car stopped in front of my car outside of the yellow box to let a passenger out.
I was stationary for 4 seconds and the whole time I was in the box the light was green for my lane.

I will try to upload the footage, I am very upset about this fine and not quite sure what to do.

I've spoken to the police, the borough in which this happened and citizen advice.

Any more info would be greatly appreciated!!

We tend to specialise in private parking tickets here on MSE as there are only a very few posters with the ability to help with your sort of question.
You would be better posting this on pepipoo.com as they are the experts in council/police motoring affairs.
You will need an email address to register there, but Hotmail accounts don't work for some reason.
Read the FAQs then post your query there. It will help if you can also post both sides of your PCN (redacted of course.)

Sounds like one to take to adjudication because when you 'caused the vehicle to enter the YBJ' your exit would have been clear, but for the later action of a car which was unexpected and against the way the traffic would normally have flowed.

Not something a driver could have anticipated and 4 seconds can be argued to be 'de minimis' (a mere trifle, not worthy of a Penalty).

I am surprised that the CCTV operator didn't pick up on this instead of generating a PCN. Obviously (assuming your info is accurate) you were caused to stop through no fault of your own. Having said that, it's really hard to speculate without seeing any footage/images.

On the info provided so far, I would definitely appeal.
