Is it true that 20mph speed limits aren't enforced?

I know this isn't official government guidelines. But this is supposedly taken out of official police guidance notices.

It appears that 20mph limits aren't enforced and are enforced to national speed limit:

Anyone ever got done for doing something like 25-35 on a 20mph speed camera setup?

    does the camera do anything? Does it enforce 20mph speed limit or 30mph speed?

    That is the real question. Because on the above guidance it seems that there is no enforcement for it.

    Also I've drive through Islington several times, loads of cars do 26-30 through the speed traps all the time. Without any flashes, if they're regular commuters through there I would imagine they've do it all the time and they've known from experience they wont get prosecuted.

    20mph limits are enforced in many areas using cameras (Tower Bridge being a notable example) - I think the only issue was that the common GATSO camera wasn't type approved for that speed (which may have changed) but there are plenty of other methods and camera types available.

    If they are enforced, and at what threshold, is a local decision.

    tower bridge uses average speed check. average speed check is easier to measure.

    Brighton & Hove Police said almost as soon as the looney Greens put in 20mph restrictions on inappropriate roads a while back (along with stupidly wide cycle lanes no-one uses) in a vain attempt to justify their position, that they would not be enforcing it.

    Nah, they couldn't because there are no cameras, there is no 20mph speed check. It's just white graffiti on the road.
