Dropped curb penalty outside my work.

Hi,
I have just received a parking notice from the council for parking at a dropped curb outside my work.
There is also an h-bar there that we asked to have installed. My car was blocking my partners and my receptionists car with their knowledge.
I work as a vet surgeon and was dropping off some clinical waste (used needles and syringes) that wouldn't have been appropriate to carry in public.
I was parked approximately 15 minutes
We have called the council in the past (10-15 times) to report people parked there and they have replied that there is no violation so there is nothing they can do. We have also had 2 traffic wardens say the same.

I don't deny I was parked there but given the inconsistent and contradictory enforcement from the council and the circumstances of my violation is this likely to be something I could successfully challenge or do I just have to suck it up and move on.
I have spoken to the council who said to put it in writing l.

    Depends upon the Council enforcement because H bars mean nothing in fact but in some (Special Enforcement, e.g. some London Borough) areas 'dropped kerbs' can be enforced and yet in other areas (like Brighton) they only ticket when the resident or business complains.

    I wonder if your Council has recently become a Special Enforcement Area and is now ticketing on dropped kerbs regardless of what residents/businesses want.

    Use this to your advantage. If they have told you that there is no violation - then you were wrongly informed and only parked there because of their confirmation.
