in the case of entering your VRN in a terminal , can the contract be classed as invalid , as you have not been given a receipt (or txt or email)

ie: in commerce is a receipt a legal binding part of a contract

would PE etc , have to post or email one to you if asked to , (by phone at the time you enter your VRN)

and should there be a non premium phone number clearly shown on or by the tablet

Isn't it normal for the payment machine to issue a ticket for display in your vehicle, so wouldn't this be considered as a receipt ?

A receipt is not an obligatory part of a commercial contract/transaction. Therefore a lack of receipt does not invalidate a consumer contract.
  • yotmon , this is an IPAD terminal , no printer

DoaM , although not obligstory at point of sale , can a recept or copy of contract be obtained by ringing the "commercial company"

without a contract (distance selling) you may have signed your life away and need time to return goods/services and you are not happy with contract terms
