                    Quick brief.....
Nov 2016, random PCN issued by Premier Park Ltd (ANPR) at council owned land used frequently and legitimately by the driver for work access .
Driver told to ignore ALL letters by employer (big mistake). Land owner won't intervene.
Appeal stage passed, charge increased, ZZPS debt collector's letters\ threat of solicitor involvement. No LBA yet.
Letters are sent to keeper (innocent party) who is stressed out now.
Driver wants to take the worry away from the keeper, and pay up to end the distress to the keeper.
99.9% advice is to ignore DC letters, but ultimately only solution now it seems is court appearance (as and when it happens).
Driver sees no way to avoid this happening, so will most likely pay up to save the keeper's worry.
I guess that is the only solution right now??? as all avenues explored...

 It's a harbour quayside that is owned by the local council
 The quayside is managed by the harbour master, and it was he that instigated the parking enforcement through Premier Park Ltd.
 He is not intervening.0

            I think this location has been discussed on here and pepipoo before , I would suggest you search the forum for the location , and look for words like bylaws
 if the land is queyside and owned by the counsil you may very well find it actually comes under bylaws , and as such only the landowner can press charges , why not ask at the counsil offices ?0

            It would be a huge shame for the anxiety of the keeper, who CANNOT BE LIABLE, to cause a driver to pay a stupid amount of money just to make this go away.
 It also means the person paying has sponsored the scam, joined them if you like, and funded the next PCNs against more anxious victims. If everyone in this Country just grew a pair, so to speak, and didn't pay this trash, there would be no such scam industry.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
