    Oh boy, what have I said again!

    Prices advertised to consumers must be inclusive of VAT. Now, this is not exactly the issue here as this is more of a contractual issue.

    If the contract is silent on VAT then the price is inclusive (even without taking the whole 'consumer' issue into account). Now, even if the contract states that the price is exclusive of VAT it does not automatically follow that the buyer must pay any VAT due. The contract must also impose an obligation on the buyer to do so. This does apply to land.

    So far the seller has said "pay us £x". This should in principle mean that this is inclusive of VAT. However, as said, OP should clarify so that everyone is clear and in agreement before incurring fees and argue that the contract does not reflect the agreement.
