Leaving TalkTalk to go EE

Does any of you experts on here know why my mum cant keep her existing home phone number when leaving talktalk. EE seem to need to install a new line, with new number, because they have told her that there is a 'hold charge' over her existing line/number?? Never encountered this before, so some advice would be much appreciated.
