First postal PCN arrived after day 57, after window ticket issued

Hi,

A window parketing ticket was issued by BridgePAM (a BPA member) on 07/12/2016 but unfortunately I forgot to appeal at day 26 as suggested in the NEWBIES post.

No postal PCN has been sent until a letter titled with 'Re: Outstanding Parking Charge' dated to 03/02/2017, when is the day 58 after the first window ticket issued.
(The postal PCN has mentioned Schedule 4 of the 'Protection of Freedoms Act' with keeper liability cited.)

I have found this from NEWBIES:
If they are a firm which alleges 'keeper liability' under the POFA 2012 (which they don't have to) the a postal PCN has to arrive by day 15 if there was no windscreen ticket, and between day 29 and day 57 if there was a windscreen ticket.

My question:
1. Since the postal PCN was dated to 03/02/2017, day 59 of the original window ticket, can I appeal by challenging the operator fail to meet POFA 2012 requirement?
2. Can anyone suggest a example of the wording mentioning this?
3. And shall I still include all the wording from the NEWBIES post in this appeal?

    send it the BLUE BPA appeal form , see if you get a POPLa code , was the letter dated after day 56 (+1) or was it just recieved late , any datestamp on either letter or envelope

    1. Yes it is Bridge Security (CCTV) Ltd trading as Bridge Property Asset Management.

    2. The letter dated after day 56(+1), actually day 58! This date is shown as 'print date' on the topleft of the letter so I believe it is a proof.

    3. Sorry for repeat asking: I missed the 28 days appeal window since the day of window ticket, is still OK to submit the blue BPA appeal form?
    And do I need to mention the 58 days in this appeal form or just mention it in the POPLA stage appeal if they give me a POPLA code?

    Not appealing a windscreen ticket is no big deal, but doing so often confuses the scammers into forgetting to send the NTK at all.

    Yes send the BPA appeal. You could add (without revealing the driver's identity) that the NTK arrived after day 56 and is therefore outwith the POFA 2012, but don't hold your breath.
    Expect a rejection and a PoPLA code. Ignore any requests to supply driver's details and do nothing after the initial appeal until you get a code.

    As you said, the PoPLA code comes today! In the email BridgePAM state that they are very confident to issue me the code.
    'We have carefully considered your appeal. However, we are unable to cancel the Parking Charge Notice as we consider that the PCN was correctly issued as your vehicle was parked in breach of the Terms & Conditions of Parking clearly displayed on the parking signs at the entrance and throughout the site. '


    I am looking into the forum to prepare for the appeal to PoPLA now.
