POPLA Appeal Help Needed

Hi,
Im trying to help my sister get her car park ticket 'sorted', which was issued by UKPC (UK Parking Control Ltd) at Soutport Hospital.

She first received her PCN on 28/11/16 and received her NTK dated 3/1/17 for 'Not parked correctly within the markings of the bay or space'.

After reading through the Newbies thread we submitted the first appeal letter to UKPC and have now received (14/2/17) the POPLA appeals ref number. The only pictures she has received from UKPC is the1 picture the size of a £2 coin on the letters top right hand corner which does not clearly show anything regarding any signage and or the car inside or outside any maked bays

I have read through the next stage of the POPLA appeals section and can not make any sense of how to prepare the POPLA appeal.

Can anyone please help and advise on what we need to include in the POPLA appeal and what grounds we can appeal.

What? But you can view all photos on the UKPC website - always worth a laugh - and often the signage photos are so blurred you can copy & use them as ammo in the POPLA appeal against UKPC!

She should firstly (before POPLA) complain to PALS if she was a patient or with a patient. If she is a staff member at Hospital, she should complain to the Facilities Manager to cancel it (again, BEFORE trying POPLA, so next week).

If that doesn't work, use the templates in post #3 of the NEWBIES thread:

- unclear, unreadable signage (add the UKPC worst signage photos to the template to add weight to the appeal)
- no landowner authority - template in the NEWBIES thread post #3
- distinguish the case from the Beavis case (you will find this in a few POPLA examples)
- penalty regime not allowed by Parliament at NHS car parks (you will find this in other NHS POPLA appeal threads by searching for those two acronyms).

It is a shame she waited for the NTK because the forum advice to appeal a UKPC windscreen PCN as keeper around day 26 often causes UKPC to forget to serve any NTK at all, which gives a winning appeal point for a keeper. Waiting for the NTK has killed that one.

Good advice from c-m re PALS. But it is important that your initial appeal didn't do too much damage. Does it follow approximately the 1st appeal on the NEWBIES sticky thread at the top of this forum and did it identify the driver?
