This is my first post for help so I hope I am doing it right?

On returning to my parked vehicle I noticed that a card in a wallet had been affixed to the windscreen.
On investigation I found it to be a card with my parking charge.co.uk and it did not have any other information other than an illegible serial number and a date that had been overwritten from 27th to 26th Jan 2017.
it requested that I log into the website to see evidence of a contravention which of course I did not do as I felt it may admit liability or something or may be a scam website as I had not heard of it before.
The vehicle was parked in a visitor space in a private apartment block with barrier control both in and out.
A visitor permit is obtained from the guy working in the gatehouse that is a none related security company to the car parking company.
I have received a PCN notice to keeper on 16th Feb but dated as issued 10th Feb.
The notice stated that a valid permit was not displayed but I do have a copy of said permit that is in fact a page out of a duplicate book that must have blown when the vehicle door was closed.
The security guy who issued the permit was not interested in helping me and said it was nothing to do with him.

I have had another PCN from the same site and have had all appeals rejected from VSC and IAS and await a potential court letter (I have had 2 letters from Debt recovery Plus that I have ignored following advice noted on this forum in relation to debt collectors) This time I thought that I may need a bit of expert help from you kind people.
I have read hundreds of forum post on various websites trying to gain all of the required facts that may help me but with so many differing bits of advice and its failure to work out on my last appeals procedure I decided to submit my own post.
The company that is named on the Parking charge notice/Notice to keeper is VCS
Thankfully my friend has moved home so parking is not now an issue at their new place

    This is a new PPC tactic and we have seen a few of these recently. Search for other similar cases using the search this forum facility, and put in MyParkingCharge.

    You will still need to engage the scammers by sending the IPC template from the NEWBIES thread, but you can add that the NTK is non POFA 2012 compliant. It's too early if you count the litter left on the car, and it's too late if you don't. The DVLA for some reason believe the notice left on the car for the driver to find does not count as a notice to driver.

    You should complain to the DVLA about this pointing out that a notice to driver (what else could it be) was left on the car therefore the NTK is too early and the scammers breached the Kadoe agreement with the DVLA by doing this so have no business getting keeper details.
    If however the DVLA think the notice to driver isn't a notice to driver, then the NTK was too late and they have still breached the DVLA Kadoe contract, so still have no business getting keeper details.

    Whatever you do, do not reveal who was driving.
