My wife received a parking charge notice from an ANPR generated camera; one picture showing her entering, the second exiting with the implication she was there for in excess of 9 hours. She dropped my daughter off at college (entering), with no picture of her leaving; she then picked her up from college (no picture entering) hence the picture leaving. There is no evidence the car was on the car park for the 9 hours implied, it was parked at her place of employment.
The scam being the deliberate misrepresentation of facts in order to generate a fine and obtain personal details from DVLA.
Could someone advise as to whether I should challenge or ignore?

It's called double dipping and a result of dodgy ANPR
In between the visits to the car park, can you provide evidence where else the car was0 -
You are right, it is a scam.
You should read the Sticky thread for NEWBIES then appeal using the BPA template in blue you will find there. Add carefully without revealing who was driving that this was a case of double dipping.
If you have proof the vehicle was elsewhere you should include it, but again do not reveal who was driving.
In addition, complain long and loud to the college administration. I am sure this is not the first time people have been scammed.
You should also complain to your MP and Mrs May about private parking companies like parking lie continuing to use known flawed systems.

Only in as much as my wife was in work no later than 0820 and 1630.
She does sign in and out.
Assuming where she works is not near the car park and can provide proof from the employer, you can state to PE that their ANPR is faulty. Ask for the ANPR logs for that day to prove their claim.0 -

NEVER ignore ParkingEye unless the land is in Scotland. They sue people re England/Wales sites. But here, you have grounds to sue them...and why not, they are monsters! Look, this is what you have become victims to:

Search the forum for 'double dip' and read the DPA misuse guidance from Timothea, because the registered keeper (you or your wife?) would have grounds to sue ParkingEye for claiming 3 figure compensation under the DPA, as they have obtained the keeper's data from the DVLA without checking the ANPR records properly - so they had no 'reasonable cause' to go to the DVLA at all). Data misuse then, at least £250 can be claimed if you are up for it, without any need to show actual loss.

Where your wife was or was not is an irrelevance.
PE have to prove the car was there for 8 hours, they cannot. They have to prove that their ANPR system is 100% reliable, they cannot.
They have very little alternative here but to cancel.You never know how far you can go until you go too far.0 -

Online, written by the registered keeper; in this particular case you do not have to use any template appeal.
Just say this was a double visit (give approx times) and that you will sue for data misuse because they had no reasonable cause to get the data from the DVLA at all and threaten you.

When they cancel, you can then decide whether to serve your revenge as a county court claim (after serving a Letter before Claim, we can assist). People really should. PE are a monster and slosh about in far too much of other people's money, so, as they obtained your data contrary to the DPA Principles and contrary to the DVLA KADOE rules, two can play at their game and you do not even have to show any loss, to claim.PRIVATE 'PCN'?
