I haven't been able to find any mention of the Small Business Bonus outside of Scotland. It seems to only be a Scottish Government initiative.
The £6000 threshold in England seems to relate to the Small Business Relief (possibly same as Small Business Bonus, for actual running businesses).
If I understand this correctly the Unoccupied Business Relief is only valid for three or six months unless the premises is under a rateable value of £2899 (April 2017) in which case it continues regardless. My rateable value as of April 2017 will be £2650 so am well under the threshold and this should continue ad infinitum.
