Parking Eye Parking Fine referred to Debt recovery

Hi all!
I've already read the sticky thread and just followed what it advised and ignored all letters from Parking Eye. They have now referred matters to a debt recovery agency who are now threatening court action. The alleged parking offence occurred in Scotland, but I live in England so will this come under English or Scottish jurisdiction?
The thread says that under Scottish law, they cannot fine you unless they can prove who the driver is.......
Shall I continue to ignore all scaremongering letters? What shall I do if this is referred to court? I really don't have time to attend court...

I do not think this one will go to a small claim unless you give away the driver, because PE will not be able to rely on keeper liability due to the land being in Scotland. Their usual court argument revolves around the POFA or 'we know who was driving because he appealed' and in your case they have neither.The alleged parking offence occurred in Scotland, but I live in England
So sit tight, keep that missing jigsaw piece out of their reach. NO NAMING OR IMPLYING WHO WAS DRIVING!
Have you tried a complaint to the landowner or retailer? PE cancel over half the PCNs they issue and many of these are because people complain to the client landowner. You would be a lot happier to see it cancelled, I am sure, so be assertive and track down who can cancel it.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

they are threatening to tell the parking company to possibly issue a court action , totally different set of words (read the letter again)

no debt collector can threaten or start court action , PE would struggle , hence passing the debt on ,0

Yes I think I will followup by writing to the landowner.
