Cold Water Tap making horrible noise

My in-laws have a cold tap that makes a horrible clunking noise, not all the time, but when it's been idle for a few hours (e.g. over night). They've had a plumber to it twice now, the first time he changed the washer in the cold tap (the hot doesn't have this problem) and then it was fine for a while but then the noise came back. The second time he re-seated the new washer and again all was ok for a while, but then the noise returned after about a week.

Has anyone got any ideas what is going on here? They're a bit loathe to call the plumber out again as he hasn't been too good at fixing the problem.

Is it after it when they turn the tap off? it could be an air lock?

To much water preasure ? Try dropping it slighty on the main incomming tap/valve

Thanks for the quick replies - it's only when the tap is turned on - and we've tried the water pressure which helps a little, but you can't turn it off completely!!
