Acer Aspire One wifi connection problems

I have an Acer Aspire One netbook running Win 8.1 and it has problems getting online to some networks -

a) At my public library when I try to get online, it comes up with full 5 bar signal strength but a yellow triangle ! symbol, and when I try to get on the T&C's acceptance page http://connect2wifi.btlancashire.co.uk (which you HAVE to enter your e-mail address on to access it), it just will not go to this page whatsoever,

and b) when I try to get on-line to my friends Post Office unlimited wireless broadband connection, although it receives the full 5 bar signal strength, just says "cannot connect to this network" and when I check this out with the troubleshooter it comes up "router or access issues", BUT and I do not understand this whatsoever, my friends children's laptops and devices hook up to it no problem and they are getting the internet but I am not!!!!

I have gone into Settings>Control Panel>Hardware And Sound>Device Manager and I notice that Microsoft Direct Virtual Adapter has a yellow ! triangle against it and when I click on it, "This Device Cannot Start (Code 10) (Operation Failed) The Requested Operation Was Unsuccessful", could this be affecting my ability to get on-line to some WiFi networks and if so, does anyone know of a fix or updates to combat this problem if so? :j

    I have trouble in pubs with wifi. For starters, we do not know what's installed or what uses your PC has.

    Generally, besides wifi sharing, also think you could either have too much security, and/or blocking java, cookies and popups. Just an odd configuration, and the simple library network can not deal with it.

    Personally, me in your position, I would not want to mess up my current settings, so would use a linux boot usb and hope it works. Failing this, the next step involves uninstalling wifi miniport and deleting your existing network configuration to be certain, and rebooting again, but this will loose all your existing wifi passwords
