You are not entitled to your money back just because you had PPI.
You're next step is potentially the FOS although it was sold by M/Care who would not have been regulated. Depends on who provided it and whether Santander have to take liability for it.
Historically i.e over the last couple of years, theyhave been taking liability for it, although they seem to have stopped now.
