Firstly this seems a brilliant forum with an excellent community so it's a pleasure to be here.
I am fully prepared to be crucified for my decision making up to this point having read back through pages of successful appeals, so realise that I understand I have probably played this all wrong.
Back in August I purchased a week long parking ticket in Cornwall at a cost of £25. Arriving at my car on the Wednesday I noticed I had a PCN attached to my windscreen all wrapped up in lovely red plastic. Why is this I thought? I then realise my parking ticket has slipped down behind the windscreen resulting in me being booked. At this stage I wasn't overly concerned as I had a ticket authorising my stay and was sure that by appealing the charge would be over turned. Obviously that has not been the case.
So I send an email appealing (on the final day I was permitted to do so) explaining the fact that me, my partner and son had returned late the previous evening in their poorly lit car park and hadn't realised the ticket had slipped down (immediately accepting liability :T) as well as sending them evidence of the ticket I had used (and continued to use for the rest of the week whilst I was there).
This appeal was rejected of course so after requesting a POPLA code I appeal to the IAS.
Their response was again to reject my appeal on the grounds that there was no ticket displayed at the time and, to my amazement, that the ticket I had sent (photo not hard copy) was not valid for that week but was actually for the following week. Couldn't believe it, they've got someone making decisions on parking fines who cannot accurately read a parking ticket.
I tried writing to them explaining their error but was told their decision was final and my only other option was to get legal advice.
A few weeks later and I've had my first letter through from Debt Recovery Plus. Will not be paying them obviously just wondering what my next step should be?
Will it matter that the independant adjudicator has made a ridiculous error? Do I simply hope they don't end up taking me to court? Or is there something I can actively do at this stage?

You made a number of errors as I am sure you are now aware. You should not have identified the driver, you don't get a PoPLA code from an IPC operator, and the IAS appeals system is a kangaroo court.
It is not a fine.
All you can do now is ignore debt collectors, and ignore anything and everything else unless you get real court papers from the parking scammers. If that happens, come back here for further help. This is defendable.
What happened when you complained to the landowner?I married my cousin. I had to...I don't have a sister.

Ignore them; you shouldn't have bothered with the IAS but no real harm done. If you can't get it cancelled by the landowner, come back if you get a small claim (not a biggie, honestly). Keep your proof of paying because a Judge at small claims is independent and very likely a more observant and fair person than the IAS 'adjudicator' ever was.
That person was appointed by the IPC Trade Body for the parking firms and remains anonymous - and consumers almost never win. Explains why posters here describe the IAS as a kangaroo court and why the Government is (slowly) looking into unfair practices within this scum industry which has two contrasting appeals systems for people to get their heads around.
A hopeless & unworkable, consumer-unfriendly idea to let Trade Bodies like the IPC and BPA 'look after' these despicable firms.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
