PCN from ToL stopped where prohibited

hi all,
My dad has received a CCTV PCN from transport of London recently and the charge is stopped where prohibited (on a red route or clearway).
The area where my dad has stopped was one of those red route, no stopping between 7am to 7pm but except 10am to 4pm. loading max 20mins. At 12:09, He stopped there for 5 mins to pick up my disabled mum, but then he received a call from her saying she needed longer, and so he drove off. He probably was stopped in this particular red route box for less than 5 mins and the blue badge was on displayed. He did not even leave the vehicle.
anyone had similar experience before? I am not sure if the above is enough for appeal? Are you allow to just stop for 5 mins within these red route boxes during the 'except time' ?

Not sure how red routes and disabled badges work, but your best bet is to head over to peipipoo's Council Parking Tickets & Clamping and Decriminalised Notices forum, where they have expertise in these areas. We tend to stick to private parking issues here.
P.S. It's Transport FOR London (TfL). You're going to need to pay a lot more attention to every detail if you want to challenge your dad's ticket successfully.0
