Council installed lamp post in parking bay

Parking is very limited in our area - Victorian terraces no garages and no off road parking. Our road is too narrow to park both sides and round the corner is another narrow road but there are no houses at the top end. So the council has marked out an undivided parking bay which is half in the road and half on the pavement. So you park two wheels on the pavement and two in the road.
A few months back the council installed an extra lamp post in the end of the bay - on the pavement side. This makes it difficult to park completely in the bay at that end. OH parks there sometimes when he gets home late and there is no other parking locally. He then parks with one wheel slightly outside the end of the bay which contains the street lamp.
To make matters more confusing there is an earlier normal sized undivided bay bay still marked on the road as well as the narrow one, and his wheels fit inside the earlier one even when next to the street lamp.
Anyway he got a ticket yesterday for parking outside the "marked" bay and is incensed. I do not think he stands a chance but he is determined to appeal on the grounds a) council has impeded the parking space, b) he has never been booked before for parking there in that way.
What do you think?
