Abbey National saving bond certificate

Amongst my recently deceased mother's documents was an investment bond certificate for Abby National and Safeway dating back to 1999. I've no idea whether the certificate is still valid. I've written to Santander the successor organisation several times but I've not heard anything back. Does anyone know how I can find out whether its still valid and how to claim the money for my mother's estate.
