Extending garage - neighbours landing window

Hi, I'm looking for advice around planning and anyone's experience.
My property is a modernish (2001) four bed detached with a garage attached to the side of the property. The garage is offset so it protrudes from the back of the house and sits back from the front by about 8-9 feet.
I'm looking to extend the garage forward so it would be built about 2 ft back from the front of the house. This is so I can use the back end of the garage for extending the kitchen.
The concern I have is the neighbours landing window. As we are.built on a hill the garage will come forward past their landing window. The gap between our garage and their house is a standard gate width.
I'll discuss with the neighbours in due course but there's no point in stirring up anything if it would be automatically refused by planning.
Sorry for the long post.

It's habitable rooms that need light, not stairwells.
It certainly wouldn't be automatically refused. It may well fall under permitted development if you're still planning to have it set back from the main house.
Have a google for the planning portal permitted development guidelines.Everything that is supposed to be in heaven is already here on earth.

Be wary of a 'terracing effect' as a reason to refuse permission. I've seen planning denied because of the change of appearance on a row of detached property (because if others had built up too the whole row would look like a terrace and not detached houses.)
And try your hardest to get neighbours on side with building work, it can be a nightmare if they feel ignored!0 -
The terracing effect usually applies to first floor and above.Everything that is supposed to be in heaven is already here on earth.

I have no idea about how it applies; I just read two or three refusals and thought I'd mention it. I see the logic of your reply though.

Ideally I'd rather not extend into the garage as I'm worried it will affect value. The dilemma is that I'm attempting to get the kitchen to the rear where the living room currently is. I don't want to extent too far out but was considering aligning the back of the garage right across the rooms at the rear.
That would make the new kitchen approx 15 1/2 ft by 12ft but with the awkward patio door and door to garage (which would be utility) I can't fit in a sensible kitchen with a table.
Existing property plan is below.
