Car Insurance Quote Help!

Hi,
I'm just wondering if someone can clear this up for me please.
I am trying to do an online quote for my mum's new car. Her old car was written off in August 2016 by my dad (in a multicar incident). He was declared at fault for the incident. My mum at the time was the passenger. My dad was listed as an additional driver on her policy.
When doing a quote it always asks if a person has made a claim in the last 5 years. So the answer is obviously 'yes'. However, who do I say has made the claim?
My mum because it was her car? Or my dad because he was the driver at the time?
My confusion comes from the fact if I declare nothing the price is £250. If I add the claim under my mum it jumps up to £300. If I add the claim under my dad also, it then jumps up to £375. But it looks like the quote is then treating the claims as 2 separate accidents?
I don't really know what to do here. It makes no sense to me how they incorporate these claims into quotes.
To add further confusion (sorry), I am given the option on 1 site to add the claim under my mum, but list my dad as the driver in the incident. Which makes some sense. So then would I need to add the claim under my dad when I list him as the additional driver too? Or is it sufficient to just add it under my mum, as long as his name is depicted as the person at fault?
Sorry for this longwinded post, just trying to make it as clear as possible!

If she claimed off her policy for her vehicle damage, then you say your mum made the claim.0

So when I add my dad as an additional driver on the policy, I have to declare for him too. As it says -
"Has he had any accidents, claims or losses in the last 5 years?"
Which he obviously has, being an at fault driver.
Or do I just say nothing for him, because I've listed the accident in my mum's section?
This is where I'm getting confused.0 -

Yes declare it all ways. he has had an accident and your mum has had a claim. It's even worse if you have two cars, two policies because then a claim on one policy means you get penalised twice on quotes!0

ok thanks. yes I will declare as much as possible. I guess an insurance company would find any reason not to pay out in the event of an accident, so an incorrect quote would not help me!0
