Wow, there's a lot to read in this forum!!!
I have recieved a PCN from ParkingEye for an incident where I wasn't the driver. I have just sent an email requesting that the hospital cancel the PCN due to ANPR not picking up two visits in 31 minutes.
If anyone reading this can tell me if it is a reasonably written request and whether it is likely to succeed I'd appreciate it. Also, should I send off my appeal to ParkingEye now or wait until I hear from the hospital?
This is what I sent:
Dear Sir/Madam,
I have recently received a parking charge notice regarding a visit to the hospital on 23/01/2017. I was not the driver of the vehicle concerned, vehicle registration *******, and would like you to consider cancelling the charge on the following basis:
I was attending the hospital to meet with **** *******, the volunteer coordinator, to discuss volunteer opportunities for some of my ******** ******* ******* ******* clients. I was driven into the Drop Off area and dropped off at the main entrance. The driver, having noticed the No Waiting signs, left the area after agreeing to come back approximately 30 minutes later. The driver returned, but seeing no sign of me, left the area again and remained OUTSIDE of the Creche Staff car park until I finished my meeting at approximately 13.45pm
Please, as a matter of urgency, cancel the parking charge with ParkingEye as the vehicle made two visits to the car park in the space of 31 minutes that, I believe, the ANPR system has recorded as one.

as it doesnt reveal the drivers details , its as good as any , but there is a ready made template in the NEWBIES sticky thread you should use , but maybe add your appeal to it , for clarity
the KEEPER has 28 days to appeal on the PE website , so do not miss that deadline , even if you hold off a few days to give PALS time to get it cancelled
nobody here can tell you if it will succeed or not , only PE can do that , which they wont tell you on here , but its a good first attempt at trying to solve the problem , although PALS is a better solution0 -
Normally we advise people to use the BPA template in blue from the NEWBIES thread, but yours states the facts and does not give away the driver's identity.
I suspect it won't make any difference as parking lie just want your money, but you never know.

I was definitely going to use the BPA template, I was just holding off until I possibly heard from the hospital.

I've just read this from North Tees Hospitals website:
ParkingEye tries to match registration details entered with vehicles in the car parks and can
do this is even when there is a one digit or letter error. Please keep your receipt then, if you
are issued with a charge but made a mistake entering your registration number, you can
provide proof and the charge will be cancelled.

you took the time to compose and draft an appeal that gave the facts and didnt give away the driver , so brownie points for that
either the NEWBIES thread or google gives you the explanations for acronyms, which you have worked out for yourself , so more brownie points for that too
you did some work and research and formulated a plan before posting, if only everybody did that our jobs as "regulars" here would be so much easier, so more brownie points for that
I was amazed at seeing a new thread where the OP had actually done some work and worked out a plan of action that was sensible and did what it was supposed to do
so as I said , credit where credit is due
I would hold off a bit if you have the time to await the PALS outcome, but DO NOT MISS THE APPEAL DEADLINE of 28 days

ps:- PE are supposed to have something like a 19 point check to eliminate errors , but they rarely seem to get it right , some might think they dont bother , or care

That's a very useful bit of info. However that's not the issue you have. Your problem is that ANPR is seriously flawed. That's why the UK Government has prohibited councils and local authorities from using ANPR for car park monitoring. It's also why private parking scammers use them because the flaws generate an income for them.I married my cousin. I had to...I don't have a sister.

The ANPR system is flawed and your details should never have been accessed by parking eye.
The hospital are responsible for the actions of it's agents, as evidenced by the THE guidelines on parking. Stringing all that together could point in the direction of a potential data protection act breach by the hospitalFrom the Plain Language Commission:
"The BPA has surely become one of the most socially dangerous organisations in the UK"0 -

I'll hold off the appeal and chase the hospital for a decision tomorrow. My PCN has an issue date of 01/02/2017. Does that mean I have until 01/03/2017 to appeal? I don't want to get that wrong :O(

in theory it might last until 01 march 2017
but I would not chance it and would ensure it is appealed by about feb 25 th at the latest , if its not cancelled, or if you havent had a cancellation in writing (or email) from PE themselves by then
if the hospital does cancel, add that point to your online appeal , again without revealing the drivers details
I am sure you can win this based on your "story" so far0 -
If the hospital does cancel is that not the end of it? Do I still have to appeal to PE as well?
